Midwest/Texas Regional Manager
About this Position:
Title: Midwest/Texas Regional Manager
Reports to: Director of Regional Programs
Position Type: Salaried, full-time position
Location: This is a hybrid position. The office is located in Atlanta, GA.
Schedule: Monday – Friday, occasional weekends
The Ray has a regional strategy for nationally accelerating net-zero transportation project concepts, from planning and analysis to project development and procurement. Organizing partner activity by region and distributing the pipeline of projects and analyses between regional teams at The Ray creates process efficiencies that produce faster results for transportation agencies – helping the agencies themselves to go faster. Regional coordination of agency partner activity also facilitates the visibility and viability of opportunities for multi-state collaboration. To accomplish this, the Midwest/Texas Regional Manager directly supports transportation agencies in executing net-zero projects. A strong candidate will have demonstrated leadership skills, possess or be capable of developing expertise in the technologies and innovations developed on The Ray, and have direct experience and knowledge of the processes and authorizations of large transportation organizations.
The Midwest/Texas Regional Manager will be responsible for the following:
- Support the design and execution of projects by transportation owners/operators in the United States and abroad that duplicate and scale the technologies, best practices, innovations and innovative approaches of The Ray.
- Deliver technical assistance to the staff of transportation owners/operators that are existing partners of The Ray (“partner organizations”), including various State departments of transportation (State DOTs), as well as tollway and turnpike authorities, local governments, metropolitan planning organizations, airports, and transit operators.
- Act as a technical resource and advisor to the transportation agency to support innovative projects and/or program delivery.
- Provide permitting and procurement assistance through project deployment and execution.
- Provide consistent and timely information about The Ray technologies, best practices, innovations, and innovative approaches.
- Provide consistent and timely responses to questions, concerns, and implementation challenges.
- Provide direct and facilitated connections to technology providers.
- Represent The Ray by delivering presentations and/or by personally participating in peer exchanges, association meetings, as well as critical or high-level meetings of a partner organization’s staff and/or leadership.
- Leverage programmatic outreach with partner organizations to cultivate new partnerships with other transportation owners/operators.
- Work with AASHTO, USDOT, State DOTs, and other industry colleagues to influence key policy and regulations.
- Respond to new requests from transportation owners/operators generated from other members of The Ray staff and board, from media articles and social media, and/or from www.TheRay.org.
- Endeavor to develop inquiries, casual or intentional, into formal partnership opportunities for The Ray and the transportation owner/operator.
- Support implementation of The Ray’s Strategic Plan and 5-Year Technology Plan.
- Team operations
- Maintain and manage accurate contact records using EveryAction relationship management software
- Regularly update and maintain the Project Tracker
- Participate in regular staff meetings, remotely or in person, and provide regular reports of partner organizations’ status, and/or specific project design, development, and execution
- Support information requests and networking opportunities related to The Ray fundraising and grant-making activities
- Participate in certain meetings of The Ray board and/or meetings of the Advisory Board of the Ray C. Anderson Foundation
- Provide regular updates to the Director of Regional Programs

Skills
- Four-year college degree in a related field or equivalent experience
- Five or more years of experience employed by USDOT, FHWA, State DOT, or a large transportation organization in a position of program management
- Experience leading environmental, sustainability, energy, or innovative projects and/or programs in a transportation setting
- Experience leading a team and managing personnel
- Demonstrated ability to work across multiple departments within a transportation agency
- Excellent public speaker with the ability to adapt presentation style and content based on audience needs

Finance Manager

The Ray is looking for a highly organized and detail-oriented Finance Manager to support the leadership team, development team, and the organization’s board of directors. The Finance Manager will be responsible for the following:
Tracking & reporting
- Prepare draft monthly statement of accounts and distribute to executive director and board treasurer by the fifth business day of every month. Prepare final monthly statement of accounts and distribute by the 10th business day of every month.
- Work with the development team to review monthly and reconcile any revenue reported on bank statements and the monthly statement of accounts, with revenue recorded in the organization’s fundraising software system.
- Maintain ledgers for each program and/or project that is funded by restricted income, regularly updating revenue and expenditures, and reconcile ledgers monthly with the development team.
- Conduct, at a minimum, a quarterly review of the restricted grants ledgers with executive director and program leads, to validate the status of each program, revenue and expenditures, labor costs, overhead, etc.
- On a quarterly basis, and no later than 14 business days after the end of the quarter, distribute the restricted grants ledger to the executive director and board treasurer for review.
- Work with the development team to prepare timely statements of accounts and other materials required for submission of grants and other requests for funding.
Board of Trustees
- Work with the executive director, development team and board secretary to prepare materials as needed for regular meetings of the board of directors.
- Work with the executive director to prepare quarterly financial and end-of-year financial reports for review by the board of directors.
Bookkeeping
- Regular entry of income and expenditures in the organization’s accounting software, and monthly reconciliation against bank statements. All entry and reconciliation must be complete by no more than five business days following the end of each calendar month.
- Coordinate with the Grants Manager and Executive Director to accurately classify restricted and unrestricted income from contributions and grants in the organization’s accounting software.
- Coordinate with the Executive Director and staff leaders of GIS, Natural Capital, Energy and the regional programs to accurately classify expenditures, timesheets and all other resources required and leveraged for producing work product for restricted gifts and grants.
- Produce error-free sub-accounting for restricted gifts and grants, as requested.
Payroll & billing
- Work with outside vendor to complete organization’s payroll bi-monthly.
- Responsible for regular maintenance of the payroll to account for additions, subtractions and changes in pay.
- Coordinate employee benefits plans for health care and 401(k) with outside vendor, and any employee or organization payments and/or reimbursements.
- Regular processing and payment of bills, employee expense reimbursement requests, and purchase orders.
- Work with outside vendor to prepare state departments of labor filings and other requirements for out-of-state employees.
Annual reporting
- Provide information necessary for preparation of the organization’s annual audit and required filings, including the IRS Form 990.
- Provide information as necessary for preparation of single audit or other audit requirements of federal grants.
- Distribute employee W-2 Forms.
- Prepare and file state annual corporate registration.
Budgeting
- Work with the executive director, program directors and managers, and board treasurer to draft annual budgets.
- Work with the executive director and board treasurer to amend the draft budget as requested, and finalize the budget for consideration and approval by the full board.
Skills
- Minimum five years experience in bookkeeping, accounting or other financial management field.
- College degree in an applicable field.
- Proficiency with bookkeeping and computer software, including Microsoft Excel and Quickbooks.

Grants Manager

The Ray is looking for a highly motivated, organized and detail-oriented Grants Manager to lead The Ray’s grants strategy and execution, focused on researching and strategically identifying viable opportunities, participating in prospecting meetings, drafting grants proposals and required reports, maintaining grants and donor files, and coordinating with the Executive Director and Finance Manager to achieve the The Ray’s annual fundraising goals. The Grants Manager will also coordinate with The Ray Communications Team to execute annual giving campaigns, including Giving Tuesday / Georgia Gives Day and year-end appeals. The position reports to the Executive Director and works across the organization’s programs with staff leaders of GIS, Natural Capital, Energy and the regional programs to accomplish the following tasks:
Responsibilities
Lead and manage The Ray’s efforts to identify, secure and steward foundation and corporate grant opportunities, utilizing the organization’s database of existing donors and donor prospects. A successful Grants Manager must be the most informed and knowledgeable staffer about the foundations and trusts with which the organization has developed relationships and/or from which the organization has received funding. The Grants Manager must also develop detailed knowledge of The Ray programmatic and general funding needs.
Donor Cultivation
- Work with the Executive Director to assess existing donors and identify prospects with growth potential, and to assign to the appropriate staff for cultivation and solicitation.
- Work with the Executive Director and staff leaders of GIS, Natural Capital, Energy and the regional programs to develop strategies for cultivation, solicitation, renewal and upgrading individual, corporate and foundation donors.
- Coordinate the implementation of fundraising programs and strategies with out-the-door activities shared strategically between the Executive Director, staff leaders and this position.
- Develop both long and short-range operational plans to strengthen, grow and track the progress of the organization’s donor pipeline.
- Provide periodic updates, information and reports from the organization to donors and prospects, and draft error-free correspondence and acknowledgments.
- Expand the organization’s donor database with prospective foundations, corporations and trusts which are new to the organization and with which a funding relationship would be a reasonable possibility, using fundraising resources, the internet and other research tools.
Donor Solicitation & Reporting
- Draft all requests and proposals for funding, per the foundation, corporation or trust’s submission guidelines, for review and editing by the Executive Director and staff leaders of GIS, Natural Capital, Energy and the regional programs. Drafting should occur in coordination with a program lead and/or the Executive Director.
- Incorporate edits from Executive Director and/or staff leaders, respond to questions and requests for more information, and finalize error-free requests and proposals for funding.
- Assemble supporting materials for all requests and proposals for funding, such as organization budget, program budget, maps, photos, letters of support, etc., in coordination with the Executive Director, Finance Manager and staff leaders.
- Write and prepare all stewardship and grant acknowledgment correspondence.
- Draft all periodic reports required for funding by foundations, corporations and trusts for review and editing by the Executive Director and staff leaders.senior staff such as the President, Sr. Vice President and/or Vice President of Development. Drafting may occur in coordination with a program lead and/or the Executive Director.
- Arrange for the timely delivery of all requests and proposals for funding on behalf of the organization.
Administrative
- Maintain and update accurate donor records at all times. Manage all electronic and hard copy files related to foundations, corporations and trusts with which the organization has or is building a relationship with. Updates would include changes to foundation or trust governance, grant submission guidelines and timelines, and any activity between the organization and its foundation, corporation and trust donors.
- Maintain, update and manage a calendar of deadlines and important dates for all foundation, corporation and trust activity, including submission and reporting deadlines.
- Coordinate with the Executive Director and Finance Manager to accurately classify restricted and unrestricted income from contributions and grants in the organization’s accounting software.
- Stay up-to-date with giving trends and fundraising best practices.
Special Events and projects
- Coordinate with The Ray Communications Team to execute annual giving campaigns, including Giving Tuesday / Georgia Gives Day and year-end appeals.
- Periodically work with the Executive Director to evaluate and improve current fundraising support systems to optimize The Ray’s ongoing and future fundraising efforts.

Regional Research Internship East – Summer 2025
About the Position

To better understand potential partner organizations, The Ray seeks to gain insight into the environmental, sustainability, energy, innovation, climate, and intelligent transportation system programs of transportation agencies both nationwide and internationally. This internship will focus on The Rays’ Eastern Region, and will report to that Regional Manager and Research Analyst, but may report to other Regional Managers, GIS staff, or communications staff on specific tasks.
Primary Responsibilities:
- Research state Department of Transportation (DOT) innovation, electrification, climate, sustainability, and intelligent transportation system programs, including related goals and performance metrics.
- Research federal, state, and local policies pertaining to DOTs and the deployment of emerging technology and renewable energy infrastructure.
- Research transportation-specific technologies and other innovative technologies that can be applied to transportation use cases.
- Prepare analysis of ROI (financial, climate, etc.) and other outcomes (both quantifiable and non-quantifiable, as well as quantitative) of projects.
- Compile user-friendly executive summaries of research that will be used to inform partnership strategies.
- Attend team and partnership meetings as requested by The Ray staff.
Qualifications:
- Undergraduate or graduate student pursuing a degree in a related field
