Located in the Upper Kanawha Valley region of West Virginia, the “River Cities” of Montgomery and Smithers are situated on opposite banks of the Kanawha River. These communities are known for their historical significance, particularly in coal mining. Montgomery, population 1,647, and Smithers, population 1,0252, are struggling with shrinking and aging populations.

The Upper Kanawha Valley Strategic Initiative Council was formed as a beacon of hope and progress, uniting Smithers and Montgomery. With a steadfast focus on inclusive growth, the Council extends its reach beyond incorporated towns, embracing the diverse tapestry of unincorporated communities within the region. These towns face a significant economic transition with the loss of educational facilities and mining careers, public health challenges, housing displacement, and vacant properties.

With support from The Ray and other capacity-building partners, the Upper Kanawha Valley worked to implement projects identified in comprehensive plans that each community crafted in 2019 around a new economy focused on outdoor recreation and multi-use trail development.
