San Luis, Arizona, is a community with commercial and non-commercial ports along the U.S. and Mexico borders. Its geographical position places it at the heart of the Sonoran Desert. The population has been expanding rapidly, from a little over 25,500 in 2010 to well over 35,000 as of the last census in 2020.

This border-crossing town has grown into a city filled with farming and commercial industry. San Luis has developed a Sustainable Economic Development Plan that identifies multimodal network strategies to minimize the congestion and expansion of its oldest entry port.

The Ray and its partners assisted in identifying and managing grants, including benefit-cost analysis, and exploring partnering opportunities for the multimodal and pedestrian-focused development along Cesar Chavez Boulevard downtown.
