The city of Douglas, Arizona, is located along the rural border of Mexico and the U.S. The area is renowned for its ties to mining history, ranching, Mexican-American heritage, and unique cross-border connections. The city has a population of 16,534, and it is the 2nd largest land port of entry in Arizona, processing about $4 billion worth of trade. 

Douglas has struggled with roadway congestion and limited connectivity, especially for pedestrians and bicycles. The city is bisected by U.S. Route 191 and Arizona State Route 80. The Douglas Municipal Airport is located in the southeastern part of the city; however, it currently lacks service from any commercial airlines.

With support from The Ray and partners, Douglas advanced a set of infrastructure, downtown revitalization, and economic development projects with a BUILD grant worth $23 million for their “Commercial Transportation Infrastructure Enhancement Project.” Additionally, Douglas obtained a Safe Streets For All (SS4A) grant valued at $440,000 for an action plan to improve transportation safety.
