The city of Chester is located in PA, along the Delaware River. It is the oldest city in Pennsylvania and has a long history of manufacturing. The city has faced past financial hardships due to a declining local economy and city budget deficits. The Chester Economic Development Authority was created in 1995 as an administrative agent for city finances, community development, affordable housing, and transportation programs.

In November 2022, Chester filed for Chapter 9 bankruptcy protection. The city’s financial struggles are deeply rooted in its disadvantaged status. The city’s rich history, diverse population, and strategic location provide a solid foundation for this ongoing effort to reclaim Chester’s rightful place as a thriving and prosperous community.

With assistance from The Ray and its partners, Chester won an impactful $2.5 million Neighborhood Access and Equity grant for their “Redesigning Route 291: Safety, Equity and Connection” project, improving the safety and connectivity of a major highway in Delaware County.
